Second EPA allowance auction set for today

Utilities will generate substantial surplus sulfur dioxide emissions allowances in Phase 1 of the federal acid rain program, but they generally will bank those excess allowances for their own internal use in Phase 2, according to a recently released study. The Electric Power Research Institute study, suggests that private trading activity may be relatively low in the Environmental Protection Agency second annual allowance auction. Allowance market experts believe that, as in the first auction in March 1993, few of the private allowances on the trading block this year actually will be sold. Only a handful of the private allowances were sold last year because utilities set relatively high floor prices and bidders mostly made low-ball bids. The EPRI study suggests the same pattern may be seen in today's auction despite indications that Phase 1 utilities are building a large surplus of allowances. The reason: Utilities believe allowances will be worth more in Phase 2 for use within their own systems.
