EPA reports results of first SO[sub 2] allowance auction

SO[sub 2] allowances are the product of an innovative effort to control SO[sub 2] emissions as part of the acid rain program (Clean Air Act Title IV and 40 CFR Part 73). Each allowance permits its holder to emit one ton of SO[sub 2] during a specified year. Allowances can be bought, sold, and traded. An allowance reserve, which consists of 2.8% of the total allowance allocated to utilities nationwide, is withheld by EPA for the purpose of stimulating and supporting on the allowance market through both auctions and direct sales. In addition, other parties holding allowances can offer them for sale at annual auctions.
