EPA rates second allowance auction a success

The Environmental Protection Agency's second annual auction of sulfur dioxide emission allowances drew more bids than last year's auction, but average winning prices remained flat at around $150 to $160. The auction also clearly indicated growing market interest in Phase II allowances usable for acid rain compliance after 2000. Of 284 total bids, 181 were for six-year advance or seven-year advance allowances while 103 were [open quotes]spot[close quotes] allowances usable for Phase I compliance starting in 1995. That represented a reverse from EPA's first auction last year when there were 106 bids for spot allowances and 65 for advance allowances. Analysts said the increasing focus on Phase II allowances was predictable because most utilities covered by plans since last year, with most opting for fuel-switching or construction of scrubbers. In addition, the analysts said that with many more utilities covered in Phase II, there was more [open quotes]strategic bidding[close quotes] by market players to improve their position in what will probably be a higher-demand market after 2000.
