Major legislative and regulatory impediments to conventional and synthetic fuel energy development

Balancing the nation's needs to simultaneously control air pollution and develop fuels, both conventional and synthetic, means that certain provisions in pollution control laws and regulations need to be carefully examined at each level of government. Current constraints on the petroleum industry illustrate how specific energy projects are affected by the provisions in 16 key laws. Four case histories describe the constraints on offshore production, pipelines, new refineries, and oil shale development. The results of two surveys tell of petroleum project delays due to the Clean Air Act and oil and gas project permit delays. (DCK)
