Energy development project delays: six case studies. [Comgressional Research Service Report]

The reasons for delays and cancellations of six non-nuclear energy-development projects are examined to provide justification for fast-track legislation. The delays are often blamed on environmental controls, but other negative economic and energy forces are also implicated. The report covers the Kaiparowits coal-fired, mine-mouth power plant, the Dickey-Lincoln hydroelectric project, Eastport refinery, the Hampton Roads refinery, the SOHIO pipeline, and oil shale leasing programs. Other contributing factors besides environmental constraints are found for each of the projects. Two conclusions are reached on the basis of these case studies: 81) that federal environmental protection laws are not solely responsible for delays and cancellations and (2) that there was a general lack of consensus that the project was needed.
