A report on the major legislative and regulatory impediments to conventional and synthetic fuel energy development in the petroleum industry has been prepared by the American Petroleum Institute and covers the pertinent sections of, and the major energy development constraints represented by, the Clean Air Act, Clean Water Act, Resource Conversation and Recovery Act, Coastal Zone Management Act, Federal Land Policy Management Act, Endangered Species Act, Antiquities Act of 1906, Deepwater Ports Act, Outer Continental Shelf Lands Act, Wilderness Act, Safe Drinking Water Act, Marine Protection, Research and Sanctuaries Act, National Environmental Policy Act, Alaska Native Claims Settlement Act, Surface Mining Control and Reclamation Act, and Coal Leasing Amendments Act; includes case histories of the long delays or cancellations experienced by Exxon Co. U.S.A.'s Santa Inez production unit off the California coast, Standard Oil Co. (Ohio)'s Pactex Pipeline from Long Beach, Calif., to Midland, Tex., Hampton Roads Energy Co.'s new refinery project in Portsmouth, Va., and Atlantic Richfield Co.'s oil shale development in western Colorado; and provides specific examples of delayed, denied, and abandoned energy projects, including those specifically related to the Clean Air Act and the Army Corps of Engineers permit delays.
