The security aspects of a threatened resource war, in which access to raw materials is intertwined with global political strategies, was described by General Alexander Haig, followed by Admiral Robert J. Hanks' assessment from a geopolitical perspective. Their testimony describes the Soviet Union's impending loss of resource self-sufficiency and suggests appropriate US policies.
