Several panels of witnesses testified at a two-day hearing on the National Minerals Security Act (H.R. 3364), which addresses the importance of long-term policies to the national economy and defense. The legislation is an effort to reverse the growing dependence on foreign minerals, the inadequacy of current stockpiles of certain strategic materials, the aid given to foreign competition by regulatory overkill, and the problem of declining productivity in the mining industry. Witnesses represented the mining industry, manufacturers, environmental groups, and the General Accounting Office. Their testimony focused on the issues of resource potential, mining access, and balanced land-use policy.
