Two panels and seven individual witnesses testified at a two-day hearing on the implementation of controversial controls and reclamation requirements for strip mining. Regulatory proposals by the Reagan administration that would permit strip mining in national parks and the lack of progress in the orphan mine program were major issues. The witnesses included representatives of environmental and other citizen groups, the coal-mining industry, and state and federal regulators.
