One of a series of hearings on the hazards of polychlorinated biphenyls (PCBs), the December 18 session heard testimony in Cleveland, Ohio on incidents of area PCB capacitor ruptures and spills. Thirteen witnesses representing environmental agencies, citizen groups, electric utilities, and communities testified on the effects of these incidents, and presented their views on whether existing laws are adequate and whether they are appropriately applied.
