Eight witnesses representing the oil-refining industry and DOE testified at a hearing on the continuation of the crude oil entitlements program despite the President's Executive Order 12287 calling for immediate decontrol. Most of the action since the order was issued has been in the area of lawsuits. Three panels presented an introduction to the problem, the oil companies' perspective, and DOE's position and intentions. Additional material submitted for the record follows their testimony. (DCK)
