The surface mining law passed in 1977 has demonstrated that it is possible to mine coal profitably and still reclaim the land in a way that is socially and environmentally acceptable. Oversight hearings on the fourth anniversary of the law examined the implementation of surface mining regulations and the changes in approach expressed by the Reagan administration to see if revisions are justified. Twenty-three witnesses testified as individuals or members of panels during the two days of hearings. They represented citizen and environmental groups, state and federal mining officials, and the mining industry. Two appendices include additional statements and materials submitted for the record.
