Representatives of the government agencies involved in surface mining and Indian affairs, Indian tribes, and environmental groups testified at a hearing on regulatory problems and the need for legislation to give the tribes regulatory authority. Although the crucial issue still to be resolved is the definition of Indian lands, other issues concern the alluvial valley floor, funding, and citizen participation in policy decisions. Panels composed of Indian representatives and mining regulators reviewed their positions. An appendix with additional material submitted for the record from the Department of the Interior, various tribes, the mining industry, and the Environmental Policy Institute follows the statements and responses of nine witnesses.
