Witnesses from the Department of the Interior, mineral research laboratories and centers, environmental groups, and energy companies testified singly and on panels at a hearing on H.R. 4214, which would continue funding of the six-year old mineral institute program. Justification for continuing the program includes the US decline in world mineral production and the need to restore US mining industries to a competitive position. Testifying in favor of the program were those universities and research centers involved in the program, supported by the conviction of coal and other mining and equipment companies that universities are the proper place for basic research. Speaking for the Environmental Policy Institute and against sections of the bill (but not against its intent), environmentalists called for a broader public representation, such as the inclusion of an active miner at the decision making level.
