Proceedings of the Hearings on the major issues concerning the decision to build a large Synthetic fuels production capability in this country are recorded in this volume. The technologies available for such an effort, the economic and environmental constraints that must be integrated into the management of the program, and the various incentives and organizational structures are considered. The following studies are included in the appendix: a comparative analysis of the implications of various incentives for mature commercial synthetic fuels plants; DOE oil shale R and D program management plan; declaration of the world climate committee; and a review of coal liquefaction technologies, products, and economics.
