First nuclear cogeneration is a study in frustration

The world's first nuclear electricity/industrial steam co-generation plant is being built by Consumers Power Co. in Midland, Michigan. With construction one-third completed, it is the target of citizen mistrust, court and regulatory challenges, and impatience on the part of its industrial partner, Dow Chemical Company. When finished--the two units are scheduled to go on-line in 1981 and 1982--the plant will supply 1350 megawatts of power to Consumers grid. It wil supply process steam to Dow Chemical, across the Tittabawassee River from Midland. (MCW)
