New Jersey commission blasts EPRI foreign research award
The New Jersey Board of Public Utilities (BPU) stopped the payment of Public Service Electric and Gas Co. to the Electric Power Research Institute (EPRI) to protest the awarding of a $5.7 million research contract to a Swiss pump manufacturer for a boiler design. The BPU action will either force the utility to fund American pump research and withdraw from EPRI or to make double payments to fund both projects. The possibility of a negotiated settlement still exists, but BPU angrily called the EPRI decision to go with a foreign firm unfair in both the contract awarding and the opportunity for future sales. EPRI conceded that contract reviews cannot eliminate subjective judgements, but pointed to the outside review which corroborated its decision to go with the foreign rather than the New Jersey or other domestic bidders.
