Nuclear unit construction/fuel-loading duration

Lead time (license, construction, fuel-load) for nuclear units is an important factor in planning for resources to meet future loads. The average lead time estimate has increased by 20 months between 1977 and 1982. Analysis of actual versus estimated lead time shows considerable uncertainty in the estimated lead time. This paper presents a probabilistic representation of construction plus fuel-loading duration of a nuclear power plant. Historical data was analyzed to derive the suggested normal density function and the associated parameters (mean of 107 months and standard deviation of 21 months).
