The U.S. Energy Research and Development Administration will build a pilot test bed to see if the Coalcon Co. project is viable. Caking problems have delayed the project and created questions about scaling up. The cost of a program leading to the construction of a demonstration plant has increased from $237 million in Jan. 1975 to $440 million. According to ERDA, which spent $14 million to fund the initial phases of the project and will spend $20 million more to complete the process design by June 1977, the marginally economic project could be continued at the demonstration phase if the pilot project answers the design questions and the contractor, Union Carbide Corp., commits funds at the completion of the design phase. According to Carbide, the pilot phase is necessary.
