In the longer-term, petroleum refiners face massive capital investment requirements at the heavy end, to convert heavy crude and feedstocks to light products. In the short term, however, they are mandated to invest scarce funds at the light end, to guard and improve light product quality. Competition among refiners for highest quality gasoline and diesel fuel is heating up as the oil industry exerts a powerful push for profits downstream. This issue updates ED's annual review of some dominant trends apparent at the National Petroleum Refiners Meeting March 29-31 in San Antonio, Texas. This issue also contains the following: (1) ED refining netback data for the US Gulf and West Coasts, Rotterdam, and Singapore for mid-April 1987; and (2) the ED fuel price/tax series for countries of the Eastern Hemisphere, April 1987 edition. 3 figures, 5 tables.
