California ponders ways to match crude, refining

The California Oil Scenario Study Subgroup of the Ad Hoc Oil Industry Group, an industry/government-sponsored body, will finance a $200,000 Bonner and Moore Associates Inc. study to help solve some of the problems of California's refiners. The study, which will involve 21 scenarios, will consider feed supply, natural gas availability, the impact of residual fuel demand, and environmental requirements. In 1978, west coast refiners increased their take of Prudhoe Bay crude from 600,000 to 850,000 bbl/day. This is attributed to debottlenecking, more experience in handling their sour, heavy crude, and the inability of producers to increase output of heavy California crudes due to air pollution regulations. Shipments through the Panama Canal will probably not increase beyond 500,000 bbl/day when throughput of the trans-Alaska pipeline rises from 1.2 to 1.4 million bbl/day at the end of 1979. The possibility that air pollution regulations will be relaxed to permit increased California crude production; and the possibility of exporting heavy Alaska and California crude to Japan in exchange for imported light crude so as to eliminate shipments through the Panama Canal are discussed.
