A hearing on three bills supporting reactor design standardization as a way to improve the regulatory process brought testimony in the form of a debate by representatives of four legal firms. The debate focused on how the public should participate in this process and how to restore public confidence in nuclear power. Among the areas of disagreement were the importance of speeding licensing in the absence of new orders, the focus on standardization rather than safety, and the effect of limitations imposed upon prospective intervenors. Material submitted for the record by a citizen organization for sound energy policy follows the text of H.R. 1029, H.R. 1447, and H.R. 2488 and the testimony of the witnesses.
