A discussion showed that the EPA's strategy for the ''second round'' of National Pollutant Discharge Elimination System (NPDES) water discharge permits, divides sources into two classes: primary industries, which include most of the manufacturing and chemical industrial categories which have toxic pollutants in their discharges; and secondary industries, with discharges that are generally free of toxic pollutants. In order to implement control standards as soon as they are developed, each new or renewal permit for a primary source will contain a ''reopener'' clause authorizing EPA immediately to modify the permit whenever any new effluent limitation or control standard is promulgated. Once the permit has been reopened, other regulatory requirements that have come into effect in the meantime will also be incorporated in the modification. For secondary industries, which discharge only BOD, suspended solids, pH, and coliform bacteria, permits will be reissued promptly upon expiration of the current permit.
