A proposed rule issued earlier by the U.S. Environmental Protection Agency is published in final form without change. The rule will ensure compliance with 1984 treatment deadlines for discharges of toxic pollutants under the NPDES. Permits may reflect a continuation of existing 1977 treatment requirements only if set to expire no later than 18 mo from the current court-ordered deadline date for promulgation of effluent guidelines for meeting 1984 treatment requirements (i.e., permit expiration dates 1980-81). Permits set to expire after that time must provide for effluent limitations reflecting 1984 treatment requirements. This rule is effective as of 12/11/78.
