Permitting and compliance programs for toxic discharges

This paper reports that the Environmental Protection Agency's (EPA) increased emphasis on controlling toxic wastewater discharges probably will result in more stringent permit requirements. However, industry can achieve reasonable permit limits with minimal disruptions to operations through a creative permitting and toxics compliance program. Each stat already has provided the EPA with a list of bodies of water with violations under the Water Quality Act (S. 304 (L)). In addition, the states have identified industrial point source dischargers responsible for such violations. By 1992, those industrial dischargers are required to use individual control strategies (ICS) to achieve compliance with water quality standards. Further, as National Pollutant Discharge Elimination System (NPDES) permits come up for renewal on a five-year cycle, or any new permits are applied for, the agency may require testing and compliance with specified limits for toxics emissions.
