Construction grants: building for clean water

Pollution-free water is the goal of government policies which provide construction grants for sewage-treatment facilities. The Federal Water Pollution Control Act of 1956 began an era of Federal assistance to clean up the nation's waterways but required further amendments and the passage of Clean Water Act of 1977 to increase funding. Administered through the Environmental Protection Agency's (EPA) 10 regions, projects must first meet eligibility requirements. Once accepted, a project proceeds through the stages of planning, design, and construction under continuous state and EPA review. A capsule history lists major developments in sewage treatment since 1843. A glossary defines relevant terms. (DCK)
