Dealing with innovative and alternative technology

The Federal Water Pollution Control Act of 1972 explicitly encouraged the use of innovative and alternative technologies in wastewater treatment plants, but only some 10% of the construction grant projects applied these concepts. Fueled by the 1977 amendments, a major EPA program requires careful consideration of innovative approaches and provides funding incentives. The intent and possible ramifications of the program are discussed. Generalized classification of innovative and alternative technology, and innovative and alternative technology decision methodology are diagrammed.
