Innovative and Alternative Technology Assessment Manual
This four chapter, six appendix manual presents the procedures and methodology as well as the baseline costs and energy information necessary for the analysis and evaluation of innovative and alternative technology applications submitted for federal grant assistance under the innovative and alternative technology provisions of the Clean Water Act of 1977. The manual clarifies and interprets the intent of Congress and the Environmental Protection Agency in carrying out the mandates of the innovative and alternative provisions of the Clean Water Act of 1977.
