Eighteen witnesses spoke at a field hearing in Los Angeles on a 1977 amendment to the Clean Water Act that would exempt municipalities discharging into the ocean from secondary-treatment requirements in order to save money. While the threat to the coastal environment and inhabitants from the discharge of sewage and sewage sludge were of concern, the major issue under investigation was the Environmental Protection Agency's (EPA) failure to grant the waivers. A second hearing in Washington, DC gave Thomas C. Jorling, former EPA associate administrator, an opportunity to respond to accusations that the EPA had deliberately obstructed implementation of the waiver and Congressional intent. (DCK)
