A hearing was conducted to examine the actions taken by the Federal government and the state of New York to relocate temporarily 700 families from the Love Canal area and to initiate scientific studies of the health effects on the residents in order to determine whether they can safely return to their homes. The implications of this experience are examined for future government planning and for the hazardous waste legislation presently being considered by the Congress. Also explored is to what extent existing law and the proposed superfund legislation - H.R. 7020 - afford authority and machinery to accomplish the desired ends. What options exist under Federal law, as it might be amended by H.R. 7020, to relocate residents of the Love Canal area are also examined. Testimony was heard from six witnesses. (MCW)
