Pipeline and hazardous materials transportation safety and oil spill reduction

A survey of the role of the U.S. Materials Transportation Bureau (MTB) in the control of oil spills from pipelines covers: the legislative and organizational history of the MTB, e.g., the recent inclusion of the MTB within the Research and Special Programs Administration of the U.S. Department of Transportation (DOT); pipeline statistics which show that approx. 5Vertical Bar3< of oil spill incidents in the U.S. are caused by pipeline breaks which account for approx. 15Vertical Bar3< of the total annual accidental release of such materials; the lack of civil penalties available to the DOT to obtain compliance with regulations for liquid pipelines, in contrast with the MTB's programs for natural gas pipeline safety and for transportation of hazardous materials; legislative efforts to provide for civil penalties with respect to LPG pipelines; and landside regulatory programs for pipelines and for the safe transportation of hazardous materials by surface modes.
