The latest DOE and Tennessee Valley Authority figures indicate that public utility customers enjoy average electric rates that are 22% lower than those of private utility companies. Comparative statistics for 1985 of 178 private and 162 local public utilities, in addition to 110 TVA municipal systems, show an average difference in residential rates of 2.23 cents per kWh. Public utilities enjoyed lower production, distribution, and managerial expenses, but higher transmission costs. Sales to residential customers exceeded those of private utilities, but revenues were lower. Sales to commercial and industrial consumers were slightly lower, while average revenues were significantly lower. 1 figure, 3 tables.
