H.R. 5801 would establish, coordinate, and implement a national energy policy for ethanol development for national security, economic, and environmental purposes. Large-scale production of ethanol as an automotive fuel would reduce US dependence on imported oil and lower its vulnerability to supply disruptions, while the use of ethanol will reduce the emission of regulated pollutants. The Bill requires the federal government to purchase and to help state and local governments purchase ethanol-fueled automobiles, to remove disincentives, and to promote the transition through demonstration programs involving federal vehicles and buses. The Bill establishes an Interagency Commission on Ethanol, and introduces tax incentives into highway revenues.
