Annual pipeline report/Preliminary design of proposed Northern Tier Pipeline complete

A discussion of the proposed Northern Tier Pipeline covers the project sponsors and primary consultants; the proposed Port Angeles, Wash., deepwater tanker unloading facilities, which will be capable of handling tankers from 18,000 to 300,000 dwt and which will have a maximum unloading rate of 100,000 bbl/hr; spill containment facilities, including an oil spill recovery vessel equipped with skimming equipment; the proposed onshore facilities, to be built about 6 mi east of Port Angeles, including present plans to build eleven 545,000 bbl storage tanks to provide 6 million bbl of storage with the possibility of expansion to 13.6 million bbl; the proposed route of the 1557 mi pipeline, which will consist of 42 and 40 in. pipe and which will make 72 major river crossings; the planned 19 pump stations and two pressure-reducing stations for the initial 709,000 bbl/day capacity, with plans to add three additional pump stations when the system design capacity is expanded to 933,000 bbl/day; the four planned delivery facilities at crossings of existing lines; and the current status of acquisition of federal and state permits.
