Testimony by Lawrence J. Brady, Commerce Assistant Secretary for Trade Administration, at Congressional hearings on the national security issues of technology transfers to the Soviet Union identified steps the US needs to take to deal effectively with the problem. These steps include an understanding of how the Soviet Union has and will benefit militarily by acquiring Western technology and efforts to work with other countries, counterintelligence agencies, and industries to stem the flow of technological information. Brady outlined changes in technology development that complicate the enforcement of transfer rules, and emphasized the importance of a close relationship between the business community and the Commerce Department.
