A four-day hearing on the administration's East-West trade policies and the status of the Export Administration Act of 1979 also heard testimony on the Militarily Critical Technologies List in the aftermath of unilateral US sanctions to prevent the export of oil and gas technology to the Soviet Union. At issue were national security concerns toward various countries and export controls which deal with those concerns. The testimony of 13 witnesses presented the views of the Departments of Commerce, Defense, Energy, and State and of equipment manufacturers who have suffered from sudden changes in policy. The manufacturers expressed concern for the effect of unilateral sanctions on the reputation of suppliers' reliability. The hearing record includes their testimony, additional letters and responses, and seven appendices with the text of H.R. 6838, a bill to terminate certain export controls, and other communications.
