Tax and investment policies for hard minerals: public and multinational enterprises in Indonesia

Data from Indonesia supplies the basis for a detailed analysis of the tax and investment policies of the host country both for the formulation and monitoring of hard-minerals contracts with foreign firms and for the operation of domestic ones. The analysis examines how these policies contribute to national growth and some of the problems common to both types of mineral investments. Since multinationals still account for the largest proportion of new investments in mineral projects around the world, the emphasis is on key issues in designing mineral-concession contracts with multinationals and the need to design these contracts so that satisfactory host-country returns from foreign investments are secured. The lessons in tax and investment policies learned from Indonesia are further examined by comparing other developing countries' experience with foreign investors. 5 figures, 37 tables.
