Minerals policy in Japan

Japan's mineral resource policy is described, including its present shortcomings and some possible improvements that could be made. The country is about the same size as Montana and is totally lacking in mineral resources so that policies are primarily concerned with ensuring stable supplies from diversified sources and at reasonable prices. A foreign policy aimed at remaining on good terms with all countries and an economic policy based on the private sector, with limited governmental role, are the tools used to accomplish this. The government's role is characterized as one of complementarity in which intervention is limited to those areas beyond the scope of the private sector. These would include stockpiling, financing, exploration, and technical assistance. Insurance and tax incentives are two specific policies for government assistance. Foreign investments in other countries have been limited to 10 to 30 percent of a project in order to emphasize buying minerals rather than removing the controlling interest outside the host country. Investments are sought in countries with less severe environmental constraints.
