Five bills designed to increase the fuel efficiency of power plants were discussed at hearings on April 2, 18, and 21, 1980. The testimony of 32 witnesses and other material submitted for the record follows the texts of HR 6930, HR 5669, HR 6514, HR 6947, and HR 6999. The first day was devoted to the Powerplant Fuel Conservation Act of 1980 (HR 6930) and the problem that exemptions granted to existing plants under the original act make it ineffective, although it is preventing the construction of new oil- or gas-fired plants. The bills other than HR 6930 dealt specifically with amendments to the Powerplant and Industrial Fuel Use Act of 1978. (DCK)
