Witnesses at an August 28, 1980 hearing on the proposed Coal Pipeline Act of 1980 (HR 6879) focused on the controversial issues of depleted ground water, contamination from waste water, and the competitive fairness to the regulated railroads and other transportation modes. The text of HR 6879 is followed by ten statements and additional materials submitted by representatives of the railroads, pipeline companies, the Environmental Protection Agency (EPA), and other agencies. Water rights cause special concerns for an already water-scarce area. Of equal importance is the need to keep the nation's rail industry viable in order to transport food and other commodities. Proponents of the pipeline, including government agencies, urged passage or eminent-domain rights, and encourage strong competition for the railroads. The EPA considers the use of recycled municipal waste water and saline water a valid solution to the water supply problem. (DCK)
