Value-Impact Analysis for extension of NRC Bulletin 85-03 to cover all safety-related MOVs

Technical Report ·
OSTI ID:6721586
Bulletin 85-03 is entitled Motor-Operated Valve (MOV) Common Mode Failures During Plant Transients Due to Improper Switch Settings. The Bulletin requires that NRC licensees implement a detailed program to ensure that MOV operator switch settings are set properly in two particular safety-related systems per operating nuclear power plant. The proposal analyzed herein requires licensees to extend this detailed program to ensure proper MOV switch settings for all safety-related MOVs. A Value-Impact Analysis was performed, according to the guidelines in NUREG/CR-3568, ''A Handbook for Value-Impact Assessment,'' to determine the cost effectiveness of extending NRC Bulletin 85-03, consistent with providing protection of the public health and safety, to cover all safety-related MOVs. The results show that both a very favorable dose aversion and dollar savings can be realized if the proposed actions are implemented. Also, the proposed actions can be justified based on existing requirements. 37 refs., 5 figs., 12 tabs.
