Closeout of IE Bulletin 83-03: Check valve failures in raw water cooling systems of diesel generators

On March 26, 1982, IE Information Notice 82-08 was issued by the NRC to alert utilities to the check valve failures on diesel generator cooling systems at Dresden Station. On March 10, 1983, IE Bulletin 83-03 was issued by the NRC to licensees of operating power facilities to report the failures at Dresden and similar failures at Quad Cities, and to require use of effective means for assuring the integrity of check valves in raw water cooling systems for diesel generators. In order to provide guidance for preparation of testing and inspection programs, the bulletin was issued for information to holders of construction permits. Because diesel generators are used to generate emergency power, this potential problem is safety-related. Evaluation of utility responses and NRC/IE inspection reports shows that the bulletin can be closed out for 69 (84%) of the 82 current operating facilities to which it was issued for action. Followup items for the remaining 13 facilities are proposed for use by the NRC/IE, to ensure satisfactory completion of corrective action. Remaining areas of concern are identified and conclusions are drawn.
