Barriers to energy-system investments can include management-decision procedures which discount recommendations from lower levels and question the credibility of payback estimates. A new and broader approach considers energy-investment decisions that balance all the factors of production. New arrangements for raising capital, such as third-party financing, could be applied to conservation and to cogeneration and district-heating projects. (DCK)
