A hearing on S. 2324, which amends the Coastal Zone Management Act of 1972, focused on federal activities because of a Supreme Court interpretation excluding oil and gas leases from activities affecting the coastal zone and from complying with the Act. The Court also stated that States did not have control over federal activities outside the coastal zone. Of particular concern was the potential for degrading the coastal environment and the subsequent economic loss to the country. The legislation reinforces congressional intent in the original Act.
