Testimony at an April 30, 1980 hearing addressed whether to reauthorize or amend the Coastal Zone Management Act of 1978, specifically section 306, to further implement state programs and institutionalize state management of coastal zones. The text of the reauthorization bill (S. 2622) is followed by the statements of eleven witnesses and additional articles, letters, and statements submitted for the record. Witnesses are present for the fishing and oil industries, state and national governments, and public interest groups. Among the points brought out in testimony were that uniform standards are unwise - given the variety of coastal regions; and that there is a need to balance protection and development policies. (DCK)
