Access to Barnwell after 1992 - conditions and consequences

On June 4, 1992, the South Carolina Legislature passed a bill extending operations at the Southeast Compacts regional disposal facility in Barnwell, South Carolina, until 1996. The legislature's decision was embraced by the Southeast Compact, which for several years has wrestled with the problem of how to manage the region's low level radioactive waste (LLRW) during the interim period between the closure of the Barnwell facility in December 1992 and the opening of the North Carolina facility in 1996. The bill, however, contained a number of provisions that will require action by the Southeast Compact and that could potentially affect access to the Barnwell facility by Southeast as well as out of region generators.
