Repeating a three-part series published in 1982 on problems with energy management and conservation products, the author notes that placing the blame for unsatisfactory performance is not always an obvious choice because of the different perceptions of vendors and users. Problems arise, for example, when users fail to sign service contracts even though their maintenance staff is not qualified to work on the system or when vendors are less than frank during the pre-purchase, purchase, and post-purchase stages of the installation. The author outlines the information on energy consumption users should have for each of these steps so that they can negotiate effectively.
