The editor cites 34 front-page stories involving the poor performance of energy-saving equipment during the past year and a report from the National Bureau of Standards that customers are dissatisfied with one-third of energy-management systems. Finding fault is not simple, however, because users and vendors view the same situation differently. Many users, for example, bring on problems by declining service contracts when their staffs are not qualified to perform service. Users can undermine their energy-management investment at three points: pre-purchase, purchase, and post-purchase. The editor illustrates how an accurate assessment of need and an audit of all energy-using equipment can avoid many problems in the pre-purchase phase. (DCK)
