Leading financial institutions, utilities, and control manufacturers are among those offering capital-free financing for conservation equipment. The appeal of alternative financing is growing as conservation projects economically viable at a time when the government is phasing out tax incentives. Shared-savings will focus investor attention on equipment quality and maintenance, and on short paybacks. Besides shared-savings, other capital-free financing schemes are guaranteed cash flow, joint ventures, and energy service plans. A directory lists 75 firms offering energy financing services. (DCK)
