Private financing: least-cost conservation strategy

State and local governments have provided energy-conservation funds, but incentives are not available to many potential investors in conservation projects. Energy-services companies are shared-savings plans offer an alternative way to finance capital improvements using private funds. Private funding encourages cost-effectiveness because both the user and the financing company must make a profit. Successfully used in Europe, energy-service contracting for commercial or public buildings is now entering the US market. A description of the services available from three firms in the field emphasize the least-cost appeal rather than energy-shortage scare tactics. (DCK)
